Not kosher for Passover. Latkes are typically made with potatoes, which are kosher. However, the traditional recipe also includes flour or matzo meal, which is not kosher for Passover as it is considered chametz (leavened product). Even if made with matzo meal, many Ashkenazi Jews also avoid kitniyot (legumes and some grains), which can include potatoes, during Passover.
